Governor Luis Fortuno saves Puerto Rico’s satos through his “No more Suffering Dogs Plan”.
Today Puerto Rico’s governor announces in a press conference his plan for improving Puerto Rico’s economy through restoring the damaged reputation of the island. The House of Representatives and the Senate on an unanimous vote, supported the newly elect governor in his magnificent plan towards re-establishing Puerto Rico’s dignity by finally taking care it island’s dog problem. A problem that had reached epidemic proportions and was costing the island millions of dollars in lost tourism, and increasing the loss at an exponential rate. Many countries have already boycotted from visiting Puerto Rico, making the beautiful and well endowed country suffer a country’s worse nightmare.
The plan constitutes of closely monitoring the following five strategies for the next 5 years. It is resumed as follows: PREVENTION: It is cheaper to prevent a disease than to cure it.
Strategy #1
A van that travels to Hot Spots all through the Island
Cost: $475,000 /yr
Includes personnel, supplies and licenses
Strategy #2
Vouchers: Low income citizens are to be given vouchers to spade and neuter their pets at LOCAL vet offices.
Strategy #3
Spay and Neuter for FREE
MORE Local Vets perform spay a neuter services for FREE, like Dr. Rafael Ramos of San Juan
These vets will enjoy some very well deserved tax incentives for the next 5 years.

On site Shelter Veterinarians
All shelters in Puerto Rico MUST have an on site vet
Strategy #5
Mandatory Animal Police Crew
Each municipality is required to organize its Animal Police Crew using the Police Department and the Emergency Management Offices. They will have a Hot Line and will handle cases like regular civil and criminal cases. The collection of fines will fund the individual projects on each county. Yearly Reports and Audits by government agencies and higher education institutions, like the island’s Universities’ Finance and Legal Departments, will host special investigation’s program, cross referencing their findings for a transparent and “corruption proof” plan.
Readers: SORRY to bust your BUBBLE! What you just read is my best wish for Puerto Rico. FortuNo has not dared to make history yet on this topic. This is wishful thinking of my part. But we wish our governors and leaders would take advise from THE PEOPLE not his cabinet. They would be more popular WITH the people.

Eventhough Puerto Rico faces a terrible situation of epidemic proportions, the reality is that the government refuses to fund spade and neuter programs across the island. Puerto Rico’s Vets and their organizing groups banded together to KEEP OUT teams of foreign volunteer vets who WANT TO COME IN to do mass sterilization.
So, what solutions have been presented by the government, if any, so far?….Paying $65 PER DOG to be brutally killed, costing the island millions in tourism loss and a bad reputation. Remeber what you Momma used to say: “Crea fama y acuestate a dormir”….
All kinds of people (Good hearted Puerto Ricans) are currently attempting to alleviate the situation by turning their homes into shelters, using their own resources to take care of these animals, risking their lives on the highways by picking up dead corpses, while others just don’t care and continue acting like morons.
People need to be accountable. The government and the animal protection organizations need to coordinate efforts. A year is almost up since the Law 154 for Welfare of Animals was approved. Is your municipality ready, Municipio de Cabo Rojo and Perza Rodriguez?
